Comprehensive School Development Program
Background
Primary education is a mainstream activity of Aviratha trust. We are largely involved in value addition to primary education and infrastructure development of schools. Our intervention is directed exclusively towards government schools in socio-economically and geographically backward areas of Karnataka state. Beneficiary schools are chosen based on objective needs assessment and level of community ownership. Over the years, most schools that have seen intervention by Aviratha have been a long term beneficiary of one or more of our programs thereby making our primary education activity – a longitudinal program.
As of May 2015, Aviratha has a relationship with 94 government schools in various districts of Karnataka state (Complete list with address is available in annexure 2). These schools are beneficiaries of one or more of the following projects of Aviratha.
1. Annual comprehensive note book and stationary donation drive ( all 94 schools)
2. Construction of school building
3. Provision of uniform to children
4. Provision of clean drinking water and sanitation to schools
5. Provision of eco-friendly, low cost desks to children (piloted from 2015)
6. Provision of teaching aids to schools
7. Career guidance program to school children
8. Capacity building of teachers
9. School garden / kitchen garden development
10. Establishment of computer labs (in selected high schools)
11. Annual comprehensive health check up with provision of primary health care
12. Summer camps for value added learning
With increasing experience in breadth of interventions and annual addition of beneficiary schools, Aviratha decided to direct several key interventions in cluster of schools in order to comprehensively develop infrastructure and educational value in select schools of very backward regions. Thus comprehensive school development program was initiated in 2013
Comprehensive School Development Program (CSDP)
Aviratha’s CSDP is set with a mission to add value to Sarva Shikshana Abhyan schools (SSA) of Govt. of Karnataka in socio-economically and geographically backward regions by,
1. Aiding components of SSA in terms of infrastructure (drinking water, toilet and building, school health program)
2. Adding value to SSA by provision of additional necessities to children / school ( note books, benches, uniform, garden, teaching aid, vocational training etc)
Briefly, SSA is a flagship primary education project of Govt. of India, whose purpose is to achieve the millennium development goal 2.
A cluster of schools (group of commonly administered schools under SSA) are chosen as beneficiaries and a basic minimum package of intervention is delivered to all schools in that cluster.
A note on Beneficiaries
Yelendaru taluk is one among the four taluks of Chamrajnagar district, a low income, underdeveloped (Siddalingaswami and Raghavendra, 2010) district of southern Karnataka. The district has relatively higher proportion of rural populace with a literacy rate of 61.43% (2011 census). While agriculture is the main source of income, socio-economically weaker sections depend on agricultural labour work and subsistence agriculture. Thus our target population, i.e, children studying in government schools come from historically backward regions and socially marginalised groups.
1. Objective
a. To fill the lacking ‘minimum infrastructure’
b. Achieve zero out-of-pocket expenditure for basic primary education by provide learning aids to children
c. Provide primary school health coverage
d. Provide teaching aids for adding value to teaching – learning activities
in all Govt. primary schools (SSAS) of Yelendur cluster in Yelendur taluk of Chamrajnagar district.
2. Purpose
To ensure that all Govt. primary schools in Yelendur cluster have equitable basic minimum infrastructure and children in the said schools receive learning aids equitably, so as to facilitate quality primary education as defined by SSA.
3. Goal
All children in Yelendur cluster have access to basic minimum primary education as defined by SSA by 2018, free of cost.
4. Strategy
a. Beneficiary identification: Cluster of schools are identified based geography and human development indices. Logistic feasibility of intervention on behalf of Aviratha is assessed. Likewise, Yelendur cluster was chosen in 2013.
b. Needs assessment: School report card of every school in the cluster is obtained from www.schooleducation.nic.in. Deficiencies in every school are identified and the same are verified – either by visit to schools or by communication with school authorities and / or teachers.
c. Intervention: A package of intervention is designed as per needs and in line with Aviratha’s CSDP and delivered on ground. Completeness of package depends on availability of funds.
5. Components of CSDP
a. Note books and Stationary: Every child will receive all variety of notebooks in quantities as required for one academic year, annually in addition to stationaries.
Books and stationaries will be delivered personally to every child at commencement of the academic year. This component is part of the Aviratha’s Note book donation program. Further details are available at www.aviratha.org
b. Drinking water facility: School will be made available with a water purifier and dispenser with a capacity to suffice all children with annual maintenance and capacity addition.
c. Desks: All children will be provided with eco-friendly cardboard desks to enable comfortable learning
d. Uniform: All children will be provided with made-to-measure uniforms including shoes at commencement of academic year
e. Health check-up: Annual health check-up including growth monitoring and primary treatment will be conducted in all schools. Additionally, children requiring secondary and tertiary diagnosis / treatment will be referred and followed-up. This component is part of Aviratha’s school health program.
f. Value added learning: This component will be provided only subject to availability of funds after financing above components. One or more of the following value added activity will be chosen depending on availability of funds, local needs and teacher capacity to effectively utilise the resource.
i. Provision of learning aids to ‘Nali-Kali’ program – a multi grade interactive learning project of Govt. of Karnataka and routine teaching program
ii. Toilet maintenance and repair
iii. Kitchen garden development

In words: INR Two lakh fifty four thousand annually and eight lakh ninety six thousand five hundred over five years with inflation.

Funding
Donation is requested for all components of the program. Donor may choose to fund any component of CSDP for any period of time. Till date, the organisation has been able to finance administrative costs of all projects. For academic years 2013-14 and 2014-15, Aviratha managed to raise donations to all components except CSDP ‘F’ As on June, 2015 all components require to be financed for academic year 2015-16 upto 2018-19.
Outcome
Aviratha is intervening only in selective inputs to primary education. Hence quantitative measureable outcomes will be non-tangiable and non-attributable to Aviratha’s efforts alone. However, improvement of following quantitative variables in the said cluster could indicate favourable outcome
a. Increase in school enrolment in the cluster between 2013-18
b. Decrease in school dropouts in the cluster between 2013-18
c. Decrease in out-of school children in the cluster in period 2013-18, as measured by the government.
d. Consistent increase of school facility grade of every school in the cluster through period 2013-18
All the above quantitative indicators have baseline data as on 2013. All indicators are measured by SSA. In addition Aviratha continuously conducts qualitative surveys periodically through interviews of stake holders and beneficiaries. Similar surveys could be designed for donor organisations periodically.
Accounting & Transparency
Aviratha is a public charitable trust and is bound by standard accounting, auditing and transparency rules of Govt. of India. We have a record of ‘zero’ utilization of donor funds towards administrative and organisational costs. We are open to additional systems of transparency, monitoring and evaluation as required by donor organization. Aviratha is also open to arrange field visits for representatives of donor organization.
Organization and People
AVIRATHA meaning ‘INCESSANT’ in Kannada; is a multifaceted ‘Non-Governmental Organization’ engaged in activities of human development. A cohort of well-meaning professionals, mostly friends, from diverse professional backgrounds came together with commitment to equitable development of India making AVIRATHA. This diversity has brought AVIRATHA to carve a niche around broad spectrum of areas. However, AVIRATHA’s core platforms of activity have been Primary Education, Primary health, , Promotion of Kannada and Literature, Promotion of performing arts, Civil Society campaigns. As a ‘civil society organization’, AVIRATHA seeks to work with communities, societies and governments by charting and maintain sustainable programs that could bridge equity gap in any dimension or contribute to human development in any form. However, AVIRATHA’s core platforms of activity have been primary education and primary health whereby the socially and geographically disadvantaged children are provided with basic ‘need’ based facilities.
Aviratha was established in 2007 and is registered as Public charitable trust under Indian Trusts act 1888, bearing registration number SRI 4-00077-2007-08, registered with the Sub-registrar, Vijayanagar, Bangalore.
Aviratha trust has income tax exemption under sec 12 A of IT act and donations to Aviratha is tax exempted under section 80 G of the IT act.
